At a regular meeting of the Vestry of St. Philip's Church, the 13th July, 1830, the following preamble and resolve was passed."Whereas, in the opinion of the Vestry, the discourse delivered by our Rector, the Rev. Peter Williams, on the 4th, in favour of the colony of coloured people in Upper Canada, contains information that will (if circulated) be of service to said colony:—"
